The polishing compound. This is the part that actually produces the mirror, and the part people leave out when they try to do this with sandpaper alone.

Files get you to flat. Flat is not shiny. The compound is a very fine abrasive suspended in a carrier, and it is what turns a matte, evenly cut surface into a specular one.
Use less than feels right. A loaded wheel throws compound and polishes nothing.
